An open letter from Tony
Scotti Whats been going on?
For the past few years there has been
confusion concerning what I am doing - who am I
doing it with - and where am I doing it. I must
admit that over the past few years, there have
been times that, I also, was not sure what I was
doing. To eliminate the confusion and set the
story straight, here are the answers to those
questions.
My company is Tony Scotti
Associates (TSA). TSA has partnered with a small
and elite group of professionals and
organizations that consist of vetted,
independent individuals who conduct their own
training academies (The academies are mentioned
below). Every instructor teaching at those
academies has, under my tutelage, undergone a
rigorous apprenticeship, and they have all
completed a program of certification personally
administered by me. I teach at some of the
programs - but not all of the programs. If a
client wants me there - I'll be there

Road Side Bombs - An Old Tactic
Re-born
 By: Tony Scotti
On
October 15, an explosive device the press
referred to as a Roadside Bomb (RSB) hit an
armored Suburban in Gaza killing three security
contractors. It seems like daily that we here of
a report about a "Roadside Bomb" (RSB)
inflecting casualties on our troops and the
civilian population in Iraq.
From the
reports that I have read the press gives the
impression that RSB's are a new tactic, but
those of us who have been around a while know
that RSB are not new, in fact they are an old
tactic. In 1989 I wrote an article for Security
Management magazine covering the subject of
roadside bombs. A copy of this article can be
found at the Security Driver website in the
articles archive. The article was written for
the corporate community so it does not exactly
apply to what is going on in Iraq and Gaza, but
the article contains some basic facts about
roadside bombs that simply do not change. That
is what this Newsletter/Report is all about, it
may appear the vehicle attacks have changed, but
in reality they have not.

EXPLOSIVE FORCES OF IMPROVISED
EXPLOSIVE DEVICES
 By: Jeff Slotnick
In
today's world we are constantly bombarded with
news of Improvised Explosive Devices (IED's).
Such devices are regularly used against U.S.
Forces and security personnel in hostile
environments like Iraq, Afghanistan and
Colombia. Bombings are clearly the method of
choice by most terrorists. For example,
improvised explosive devices were used for the
1993 and 2001 bombings of the World Trade
Center, the 1995 attack on the Murrah Federal
Building in Oklahoma, the 2000 attack on the USS
Cole, the 1998 attacks on the East African
Embassies, the 2003 Earth Liberation Front
bombings in California, and about 13,510 other
incidents from 1993 to 1997. These bombings have
exacted both a physical and mental toll on their
victims, as well as, the general population.
Additionally, we are now confronted with
homicide bombers, and dirty bombs.
Before anyone can start to study these
events and digest the design, construct, and
methods chosen by terrorists, it is most
important to understand the basics of
explosives, explosive forces, and how they work.

Before It Makes the Headlines:
Effective Threat Detection Strategies and
Tactics
 by: Joe Autera
Since the
horrific attacks of September 11, 2001, law
enforcement and security professionals have been
inundated with bulletins, directives and
warnings urging increased vigilance and
heightened awareness. Unfortunately, there has
been little put forth regarding exactly what it
is that those on the front lines of the war on
terrorism should be vigilant for and aware of.
In fact, there is even quite a bit of confusion
regarding the very terms that we use to define
our efforts to deter, detect and defeat future
attacks Full Article

Advanced Security Driver/Vehicle
Seminar
 Tony Scotti Associates
(TSA) has developed a two-day Advanced Security
Driver/Vehicle seminar.
The need for the
seminar is dictated by the changes we face as
providers of secure transportation. We are
facing a different enemy - not new - different.
Although there are basic fundamental that still
apply, tactics are changing - vehicles are
changing - and the environments we drive through
are changing.
The seminar is based on
the theory that in order to provide safe and
secure transportation - whether it be a person -
people - or things, requires managing and
controlling The Driver - The Vehicle - and the
Environment they drive through. For 30 years we
have called this the "Security Triangle", and
the Security Triangle is exactly what the
seminar is all about.
THE DRIVER The
role of the security driver has taken on a new
meaning. Security driving is no longer just the
act of driving. It has as much to do with
managing - and with the tactics and vehicles
used in today's environment - you need to be a
good as a manager (if not better) than you are a
driver.
THE VEHICLE The types of
vehicles used for security purposes have changed
radically, everything form Mercedes Benz - to
SUV's, and in some areas of the world pick up
trucks, are being used to supply security and
for executive transportation.
THE
ENVIRONMENT The environment the driver and
vehicle move through range from New York traffic
to horrific journey through roadside bomb laden
streets, in some scenarios controlling the
environment is difficult, but it still needs to
be managed. It is at times the most important
aspect of the triangle.
